I was quoted, in writing, 10.50 Euros per month, plus IVA for my mobile. My factura is 49.00 Euros, plus IVA per month. The oficial quote has not been honoured. What can I do?

Yes, I have checked this. The 49 Euro charge was the fixed monthly cost. A further 0.36 was charged for calls.
