A friend of mine living in Portugal sold me a Telegram account linked to the number +351 93******* . That was her primary number two years ago, but she eventually changed it; she now has a number that is almost identical, differing by only one digit. She still has the SIM card. Is there any way to buy that number back or use it temporarily to receive the code needed to log into the Telegram account?

If the number is still available, you can change your current NOS phone number to that one.
To change the number to one of your choosing has the cost of €15, and you need to already have an active NOS number, pre-paid or post-paid.
