All communications made while roaming are the responsibility of the international operators, and NOS is subject to the information provided by those operators to which the equipment is connected.

Even without accessing the internet while in roaming, the terminal device can still make use of mobile data for background systems, like location services and updates to the OS and apps. To avoid this, you can block all roaming in the device settings or ask for those to be suspended before leaving the country.
