But last year I am using this sim card for send or receive messages 

you changed the tariff? if you were doing it you werent suposed to. 

that card is not suposed to do that, so probably since you did it a lot the blocked it.

if you want to send sms and call people, you need a cellphone tariff and not an internet tariff

No I didn't change anything.Calls are coming on this number.can I do recharge on this number for send or receive sms

if its an internet card, its only supposed to be used for internet. 

if its a mobile card, then you have internet, sms, and calls you can make.
