Where did you read that the tariff has Unlimited Internet in Europe?
NOS Mobile Internet Cards do not have Roaming, prepaid and postpaid (invoice)

No service in Spain for unlimited mobile plan purchased in Portugal prepaid for the month Kanguru Livre XL

So the NOS store in OPorto sold me an incorrect SIM card to use outside of Portugal even though I requested 1 to take me throughout EU

We are sorry for the situation but @DanielS was a good help, @Marshall Semeniuk 
The mobile internet tariff does not provide for internet traffic in Roaming, only mobile tariffs allow it.
