VPN not more possibel
I used the last months VPN between Funchal and Germany. Fore some time changed the IP range from public to privat here in Funchal. Just is VPN not more possible. How can I get my public IP back? Or have we an other solution?

I think you cannot get the IP you have back. The IP is dynamic.
Turn off your connection and wait a few seconds. Maybe 10 secs and try again. Sometimes they can give some specific IP and the customers have the this problems. Like in Vodafone for example.
That tells me my router (FritzBox): The Internet provider assigned IPv4 address is not publicly available IP address. Releases on the IPv4 services of the FRITZ! Box and on your IPv4 home network are therefore unlikely to work.The restart of the NOS cable modem brings nothing.
